[브레이크뉴스=이성용 기자] 경남도가 ‘통영 관광·창원 미래 모빌리티 기회발전특구’ 지정으로 남해안 관광과 수소 기반 미래 모빌리티산업 조성을 위한 새로운 전환점을 맞았다.

 

경남도는 ‘통영 관광’과 ‘창원 미래 모빌리티’ 지구 등 2개 지구 281만㎡(85만1천 평)가 기회발전특구로 지정됐다고 26일 밝혔다.

 

기회발전특구로 지정된 2개 지구에는 선도(앵커)기업 6개사가 참여해 통영 도산면 일원과 창원국가산업단지 등의 부지에 약 4조 5,000억 원을 투자할 계획이다.

 

‘통영 관광지구’는 전국 최초의 관광 분야 기회발전특구로 지정됐으며, 통영시 도산면 법송리와 수월리 일원에 약 222만㎡(약 67만2천 평) 규모의 복합해양관광단지를 조성할 계획이다. 

 

한화호텔앤드리조트는 2037년까지 친환경 지역상생지구(체험&관광), 문화예술지구(공연&예술), 신산업 업무지구(업무&체류) 등을 조성한다.

 

‘친환경 지역상생지구’는 도심항공교통(UAM) 터미털, 인공해변, 굴양식체험장 등이 조성된다. 

 

‘문화예술지구’에는 통영 음악예술학교, 대형 공연장 등이 계획되어 있다. 

 

‘신산업 업무지구’는 워케이션 오피스, 의료형 웰니스 관광지구 등으로 구성할 예정이다.

‘창원 미래 모빌리티지구’는 창원국가산업단지 내 약 59만㎡(17만9천 평) 부지에 조성될 예정이다. 

 

로만시스, 범한퓨얼셀, 범한자동차, 삼현 등이 2028년까지 6,948억 원을 투자해 수소트램과 전기버스 등을 생산하는 수소 기반 미래 모빌리티산업의 거점으로 육성한다.

 

도는 지난 6월 1차 기회발전특구로 지정된 고성 양촌·용정일반산업단지(약 47만6천 평)에 이어, 2차 지정 신청을 위해 전 시군을 대상으로 회의를 개최하는 등 지역 특화산업에 맞는 기업수요 발굴을 요청하고, 대규모 기업유치와 도내 지역균형발전을 위한 기회발전특구 계획 수립을 추진해 왔다.

 

특히, 경남도는 통영 관광지구의 규제 해소를 위해, 지난 8월 ‘기회발전특구 중앙-지방 협력간담회’에서 “남해안은 자연환경보전지역, 수산자원보호구역 등의 규제로 토지이용과 개발이 엄격하게 제한되므로, 기회발전특구 지정과 규제 특례 근거를 담은 특별법 제정이 필요하다고 정부의 적극적인 지원을 요청했다. 

 

지난 11월 '제8회 중앙지방협력회의'에서는 기회발전특구의 연내 신속한 지정을 건의한 바 있다.

 

또한 지난 18일 정부가 발표한 ’기업·지역투자 활성화 방안‘에 통영 복합해양관광단지 조성 사업이 포함되면서, 기회발전특구 추진에 탄력을 받게 됐다.

 

도는 앞으로 기회발전특구를 중심으로 일자리를 창출하고, 사람들이 모일 수 있도록 교육발전특구, 글로컬 대학 등을 연계한 인력양성 체계를 구축하며, 정주·교육환경 조성 등도 지원할 계획이다.
