창원특례시 김종필 기획조정실장은 지난 13일 국회를 방문해 유상조 행정안전위원회 수석전문위원에게 통합 지방자치단체 재정 특례인 자율통합지원금의 연장 필요성을 건의했다.

 

김 실장은 통합 이후 15년간 지원받은 1,906억 원의 자율통합지원금을 도로 정비 등 정주환경 개선 사업에 투입해 지역 격차 해소에 기여했다고 설명했다. 하지만 올해 통합 재정 특례가 종료되는 가운데 지역 경제와 시 재정이 악화되고, 구도심의 급격한 공동화 등 통합의 긍정적 효과를 충분히 발휘하기 어려운 상황이라고 강조했다. 또한, 지역 간 격차 해소를 위한 균형발전 개발 수요가 여전히 많아 정부 차원의 재정 지원 연장이 반드시 필요하다고 건의했다.

 

이에 유상조 수석전문위원은 “최근 지방소멸과 같은 국가적 위기 대응 방안으로 행정구역 통합 논의가 활발한 가운데, 창원시의 통합 사례는 중요한 의미를 가진다”며 “통합 재정 특례 연장의 필요성에 대해 잘 검토해 보겠다”고 말했다.

 

◆창원시, 주거취약계층 중개수수료 지원

 

창원특례시는 오는 17일부터 주거취약계층을 대상으로 주택 전·월세 중개수수료 지원금 신청을 받는다.

 

지원대상은 ‘국민기초생활보장법’에 따른 기초생활수급자로, 부동산중개사무소를 통해 1억 원 이하의 주택 전·월세 임대차 계약을 체결한 경우 신청할 수 있다. 중개수수료는 최대 30만 원까지 지원되며, 2024년 8월 1일 이후 체결된 계약부터 적용된다. 단, 계약일 기준 2년 내 1회만 지원받을 수 있다.
