이에 더불어민주당 창원시의원단은 퇴임식장 앞에서 "수사 중인 부시장이 퇴임식이 왠말이냐", "부패 의혹에 면죄부 안된다", "창원시 위상 추락 시키지마라" 등의 푯말을 들고 구호를 외치며 조 부시장의 퇴임식을 저지했지만 퇴임식은 그대로 강행됐다.

 

퇴임식에는 전·현직 공무원 150여 명이 참석했으며, 참석한 전·현직 공무원들은 조 부시장이 보여준 그동안의 행보를 축하하며, "제3의 인생에도 행운이 가득하시기를 응원한다"고 했다.
