Gyeongsangnam-do Province Marks Turning Point in Jinhae New Port Development... Full-Scale Promotion of Global New Port Megaport
Jinhae New Port to Establish as a Forward Base for the Northern Sea Route, Leading National Balanced Development and Future Maritime Logistics
Full-Scale Promotion of Smart Megaports, Northern Sea Route Hub Ports, and Residential Support Cities
Gyeongsangnam-do Province announced on the 6th that this year marks a turning point for the Jinhae New Port project and will begin full-scale implementation of its goal of "A New Center for Maritime Ports and a Leap Forward as a Global New Port Megaport."
The province plans to proactively respond to changing circumstances, such as the relocation of the Ministry of Oceans and Fisheries and the advent of the Northern Sea Route era, and foster Busan New Port and Jinhae New Port as national maritime economic centers and Northeast Asian logistics hubs.
To this end, the province has established a "New Port Construction Support Division." This division will coordinate complex administrative procedures, collaborate with various stakeholders, strengthen implementation capabilities, and oversee and coordinate specific policies and project development.
In particular, key priorities include developing a new port as a global port forward base, establishing a hub port to lead the era of the Northern Sea Route, and developing a port hinterland city where settlement and cutting-edge technologies coexist.
This initiative focuses on innovating Gyeongnam's overall maritime logistics ecosystem and securing future competitiveness.
Jinhae New Port will be built with a total investment of KRW 14.6 trillion, with 21 berths by 2040.
Construction is slated to begin in 2025, with the initial opening of three berths in 2029, followed by nine berths in 2032, with full completion targeted for 2040.
Cutting-edge smart port technologies, such as automation, intelligence, and high-speed communication networks (5G), will be applied throughout the port, creating a world-class digital port.
To ensure the stable logistics processing of Jinhae New Port, a total of KRW 6 trillion will be invested in road and railway infrastructure.
Key projects include linking with Busan New Port, establishing an inland network, and establishing a transportation corridor for access to Gadeokdo New Airport. Administrative procedures, including incorporating the project into the 4th Port Master Plan, will be implemented to ensure timely completion before the opening of Phase 1 of Jinhae New Port.
With the relocation of the Ministry of Oceans and Fisheries, the province will also make every effort to attract port-related public institutions.
A business center will be established to integrate relevant agencies such as customs, immigration, and quarantine, establishing a one-stop administrative service foundation.
A smart joint logistics center, an integrated customs inspection center, welfare facilities, and a marine cultural space will also be built sequentially. Training programs in collaboration with specialized universities in the province will be developed to cultivate talent in automated port technology.
Furthermore, public relations activities will continue to raise public awareness.
The province is also responding quickly to the development of the Northern Sea Route, a key area of global maritime logistics change.
On the 12th, a seminar will be held with the Gyeongnam Research Institute to develop "Gyeongnam's Response Measures for Fostering a Hub for Access to the Northern Sea Route."
In the second half of the year, research on policies for the Northern Sea Route will commence, and next year, a master plan will be developed to address the Ministry of Oceans and Fisheries' "Strategy for Establishing a Hub Port for the Northern Sea Route."
In the mid- to long-term, the government will also pursue the establishment of a cluster that will include a control tower for Arctic sea ice forecasting and route forecasting, and the attraction of training institutions specializing in polar navigation.
The Jinhae New Port hinterland will be developed beyond a simple logistics base into a self-sufficient hinterland city with residential functions.
A government-led collaborative governance framework will be established to develop a comprehensive blueprint for harmonizing industry, infrastructure, and housing, and to systematically develop the area.
A port technology industry ecosystem will be fostered, including fostering cutting-edge industries linked to the global supply chain and supporting the domestic production of port handling equipment to address the growth of the smart port market.
Administrative efforts will also be focused on attracting corporate investment by expanding the designation of the hinterland as a free economic zone.
The development of Jinhae New Port is expected to significantly contribute to the revitalization of the local economy and the creation of quality jobs.
Upon completion (with 21 berths), Jinhae New Port is expected to generate KRW 28.4758 trillion in production, KRW 22.1788 trillion in added value, and create 178,222 jobs.
This is expected to positively impact not only the local economy but also the national economy and create more jobs for young people.
Park Seong-jun, Director of the Gyeongsangnam-do Transportation and Construction Bureau, emphasized, "Jinhae New Port is the future of Gyeongsangnam-do and a turning point for Korea's maritime logistics." He added, "Together with the new port, we will create a world-class smart megaport and lead the era of the Northern Sea Route."
The province plans to continue its cooperation with the central government, related organizations, and local communities to quickly complete the Jinhae New Port-based Southeastern triport logistics system and spearhead port-centered balanced national development and regional economic revitalization.
