Changwon City, improving parking enforcement, quarantine, and on-site administration… Transition to life-friendly municipal administration Guide-centered parking management and intensive quarantine in areas with repeated complaints… Strengthening on-site response to towns, villages and wards
Changwon Special City is changing its method of cracking down on illegal parking and stopping to one centered on guidance, and is working to strengthen daily life administration that citizens can feel, such as implementing intensive quarantine in areas where repeated complaints occur.
The city announced that it would move away from the existing performance-oriented illegal parking and stopping crackdown and introduce a ‘life-oriented parking management’ system that takes both citizen convenience and traffic order into consideration.
Currently, the city operates 32 enforcement personnel, 287 unmanned enforcement cameras, and 12 enforcement vehicles, and the number of illegal parking and stopping enforcement cases in the first half of this year was 124,880. In the future, we will prioritize mobile announcements and text notifications prior to crackdowns, and consider expanding the crackdown grace period in traditional markets and commercial areas and extending the lunchtime crackdown delay from 11:30 a.m. to 1:30 p.m. to 11:00 a.m. to 2:00 p.m.
We are also pursuing a plan to remove the limit of once a day and provide an unlimited number of times for the parking and stopping enforcement notification service. However, intensive enforcement will be maintained as is in the six major illegal parking and stopping zones, including fire hydrants, intersection corners, bus stops, crosswalks, sidewalks, and child protection zones.
Quarantine measures during the summer will also be strengthened with a focus on prevention. Starting on the 13th, the three public health centers in Changwon, Masan, and Jinhae will carry out intensive quarantine targeting Dong-eup, Daesan-myeon, Gusan, Jindong, Jinjeon, Jinbuk-myeon, Sudo Village, and Ungdong district, where repeated complaints have been filed.
The quarantine task force carries out insecticide disinfection and larval extermination and focuses on managing vulnerable areas such as riversides, green areas, and rainwater and sewage pipes around industrial facilities. In the future, we plan to continuously operate 20 teams and 48 people in the quarantine task force to continue quarantine that reflects the areas where complaints occur and the situation where infectious disease vectors occur.
The city will also strengthen on-site administration centered on towns, villages, and villages. At a recently held meeting of district mayors and town/village heads, it was decided that the town/village/village mayor's office would be used as a space for consultation on civil complaints, and that the city would actively support improvement tasks and new projects discovered in the field. In addition, we plan to establish a system in which related departments collaborate to quickly handle daily life complaints such as roads, traffic, quarantine, and environmental maintenance.
Changwon Special Mayor Kang Ki-yoon said, “Administration that citizens feel begins in places close to their daily lives, such as quarantine, roads, transportation, and grass cutting.” He added, “We will break away from custom and supplier-centered administration and resolve citizens’ small inconveniences to the end to create a ‘citizen-first, happy Changwon’ where ‘administration has changed’.”
