함양군, 베트남 동나이시와 계절근로자 도입 협약현지 한국어 교육체계 구축…농촌 인력난 해소 위한 공급망 다변화 추진
함양군은 5일 진병영 군수가 베트남 동나이시를 방문해 계절근로자 도입을 위한 공식 업무협약을 체결하고, 현지 한국어 교육 운영 상황을 점검했다고 밝혔다.
이번 협약은 계절근로자 선발부터 사전교육, 입국, 농가 배치, 사후관리까지 양 기관 간 협력체계를 구축하기 위해 마련됐다. 함양군은 동나이시와 협력을 통해 우수 인력 확보와 안정적인 공급 기반을 마련한다는 계획이다.
진병영 군수는 협약식 이후 동나이시 관계자들과 간담회를 갖고 계절근로자 도입 규모와 입국 일정, 교육 운영, 체류 관리 등 구체적인 협력 방안을 논의했다.
앞서 함양군은 지난 6월 동나이시 현지에서 지원자를 대상으로 농업 경험, 기초체력, 성실성, 의사소통 능력 등을 평가하는 면접을 진행해 우선순위 대상자 80명을 선발했다. 이후 한국어 시험을 거쳐 최종 60명 내외를 선발할 예정이다.
특히 이번 협약을 계기로 동나이시에 한국어 교육시스템을 구축했다. 함양군은 기본예절과 생활용어, 농작업 관련 용어 등을 담은 교육자료를 제공해 계절근로자의 현지 적응과 농가와의 원활한 의사소통을 지원한다.
진 군수는 현지 고용서비스센터를 방문해 한국어 교육 현장을 확인하고 선발 대상자들에게 성실한 교육 이수와 안전한 근무를 당부했다.
함양군은 앞으로 캄보디아 정부와도 계절근로자 도입 협약을 추진하는 등 도입국을 확대해 특정 국가 의존도를 낮추고 농촌 인력 부족 문제에 대응할 방침이다.
